Every year, when the annual financial statement of the canton is presented, the debate begins on what should be done with the money. I believe we should take Norway as an example. There, the revenues (from Norwegian oil and gas production) are invested in a fund. The goal of this fund is to invest the income long-term to secure it for future generations. A maximum of 3 percent of the annual income from the Future Fund flows back into the state budget.
